I know very little of energy drinks as I dont really drink them. But to get you on your way why dont you think about what possible reasons could there be to ban them; the most obvious would be health - are they very sugary, do they cause other health problems? You might also want to get into the question of whether the government should be regulating things that are potentially harmful - does the government have a moral duty to protect us in such a way?

Similarly if you are arguing against there are things that you can think about such as is it a restriction on freedom to ban the drinks? what will be the effect on the economy?

Of course they should not be banned. Every individual should have the freedom to buy what they want and consume what they want. If energy drinks have some health risks associated then those health risks should be on the packet so that those buying them know about the risk and can make their choice. Smoking is almost certainly much worse for your health than energy drinks and this is what is done for them - it would be a very odd place that bans energy drinks while allowing smoking.
