This depends on the objective. Is it to have more time for teachers to teach? Is it to provide time to do homework?

If the latter then will it really make a difference as there is really no more work for pupils. If the former then there would probably need to be more teachers as an extra hour would bite into time needed for marking.

Finally would this apply to all schools no matter how long their school day is to start with?

You might as well just extend the school day; there is actually a point to homework that is unrelated to just doing more work, its the self discipline needed to do the work outside the structured school environment.

In which case you are simply punishing most students who do their homework themselves in their own time for the benefit of a small minority. Homework classes run by teachers can be organised to answer this kind of concern. A much more targeted apprach than a blanket extention of the school day.

In the United States, a student in a high school or college earns credits for the successful completion of each course for each academic term. The state or the institution generally sets a minimum number of credits required to graduate. Various systems of credits exist: one per course, one per hour/week in class, one per hour/week devoted to the course (including homework), etc.
