Everybody likes the things they are buying to be good quality wheras not everybody likes advertising. That said we need to consider how does 'quality' act as a salesperson. The answer is through word of mouth. Yet this is a very slow way to build up a reputation. Unfortunately some advertising will always be needed even for the highest quality products in order to build awareness at the beginning.

Lets be honest relying on word of mouth is pretty much leaving your product to chance; yes people talk about the goods they buy but how often do they mention brands, and then how many of those mentions are actually going to be remembered by the people who it was mentioned to, and finally how many will act upon that recommendation? When you are starting off with a small number of customers this is going the be a very slow way of growing your brand.
No one should be afraid of the free market and the free market is competition between products to look good as well as be of high quality. Advertising should be used to its full to raise awareness in the product. Advertising can be targeted at particular groups in a way that word of mouth cannot and it can be used to highlight the things about the product you want to highlight, again something the producer has no control over with word of mouth.

It must always work with both benifit, but many campaign is working on different strategy, might you have good one you think, but eventually you have something that is very useless. In internet marketing there is always a downside, upside and even balance strategy, in this competition you always need to have these strategy in order to promote your own. In pay per click campaign of Google Adwords, you might have good intention of promotion to get good webscore, but you are not able to achieve that goal, because you are not reacghing your target market. Do you think people are always aware of quality over what they do know more?

Personally I dont think this work's very well as an either or... many adverts try to emphasise the quality of their product and one that does the opposite is not going to work very well.
For what its worth I dont like advertising and so I would go with quality. Most things you are going to need more than once in a lifetime. If yoiu buy something based on advertising and find it is of low quality you are not going to buy it again. So in the long run high quality will win (assuming it is not too much more expensive).
